In short

This is a senior, site-based Planning Lead role for JLL managing end-to-end project planning and scheduling on a large semiconductor construction project in Dholera, Gujarat. The role owns the integrated master schedule across civil, structural, MEP and semiconductor fit-out packages, drives critical path analysis, delay/recovery planning, and supports EOT claims, while mentoring junior planners. It demands 15-18 years of planning/scheduling experience on large industrial projects, strong Primavera P6 skills, and familiarity with EVM, CPM and delay analysis techniques.

Job Description: Planning Lead - Semiconductor Project
Role Overview
JLL is seeking an experienced Planning Lead to manage end-to-end project planning and scheduling for the Semiconductor Project in Dholera. This is a senior technical leadership role responsible for developing, monitoring, and controlling the master project schedule across all phases and packages, ensuring the project remains on track against committed timelines. The role requires strong command over planning tools, critical path management, and the ability to translate complex, multi-contractor industrial construction activities into a coherent, trackable schedule framework.
Key Responsibilities
The Planning Lead will be responsible for developing and maintaining the integrated master schedule for the project, incorporating inputs from all contractors, vendors, and internal stakeholders across civil, structural, MEP, and specialized semiconductor fit-out packages. The role involves establishing the Work Breakdown Structure (WBS), defining activity sequencing and logic, and ensuring the schedule accurately reflects actual site progress through regular updates and reconciliation.
The role holder will drive critical path analysis on an ongoing basis, proactively identifying schedule risks, delays, and bottlenecks, and working closely with the Project Director and site teams to develop recovery plans and mitigation strategies. They will be responsible for monitoring contractor-submitted schedules for alignment with the master programme, flagging deviations, and ensuring corrective actions are implemented in a timely manner.
Additionally, the Planning Lead will prepare and present periodic progress reports, S-curves, look-ahead schedules, and delay analysis to senior leadership and client stakeholders. The role requires close coordination with the commercial/billing team to align progress measurement with billing milestones, and with procurement teams to ensure material and equipment delivery schedules support the overall programme. The individual will also support claims and extension of time (EOT) assessments through robust schedule analysis and documentation, and will mentor junior planning engineers to build consistent planning discipline across the project.
Required Qualifications and Experience
A minimum of 15 to 18 years of experience in planning and scheduling is required, with substantial, demonstrated experience on very large industrial projects of comparable scale and complexity. Prior exposure to semiconductor, manufacturing, or large industrial/infrastructure projects will be considered a strong advantage, given the technical complexity and multi-disciplinary coordination required on this assignment.
A degree in Civil Engineering or a related field is preferred. Strong proficiency in Primavera P6 is essential, along with working knowledge of other planning and reporting tools (MS Project, Power BI, or similar). Familiarity with Earned Value Management (EVM), critical path method (CPM), and delay analysis techniques is required.
Key Skills and Competencies
Excellent communication skills are mandatory, as the role requires regular interaction with the Project Director, client representatives, contractors, and internal teams across commercial, procurement, and execution functions. The candidate must demonstrate strong analytical ability, attention to detail, and the capacity to manage multiple interdependent schedules across a large number of contractor packages simultaneously. Strong stakeholder management, report-writing, and presentation skills are essential, along with the ability to work under pressure in a fast-paced, high-stakes project environment.
Key Performance Indicators (KPIs)
•Schedule Development and Baseline Accuracy: Timely development and client/leadership approval of the master schedule and baseline, with logical sequencing and realistic durations validated against site conditions.
•Progress Monitoring and Update Frequency: Consistency and accuracy of periodic (weekly/monthly) schedule updates reflecting actual site progress, with minimal discrepancies between reported and physical progress.
•Critical Path and Delay Identification: Timeliness in identifying critical path slippages and schedule risks, with proactive escalation and documented mitigation plans submitted to the Project Director.
•Schedule Adherence: Percentage of project milestones achieved on or ahead of the approved schedule, tracked through look-ahead and milestone trend reports.
•Contractor Schedule Compliance: Percentage of contractor-submitted schedules reviewed and aligned with the master programme within defined turnaround times.
•Reporting Quality and Timeliness: Timely and accurate submission of progress reports, S-curves, and dashboards to the Project Director and client with minimal correction cycles.
•Recovery Plan Effectiveness: Success rate of recovery plans implemented for delayed packages, measured by schedule variance reduction over subsequent reporting periods.
•EOT/Claims Support Quality: Accuracy and robustness of schedule-based documentation provided for extension of time or delay claims, measured by acceptance rate and minimal rework.
•Cross-Functional Alignment: Effectiveness of coordination with commercial and procurement teams, reflected in minimal conflicts between billing milestones, procurement schedules, and the master programme.
•Team Development: Effectiveness in mentoring junior planning engineers, measured through consistency of planning methodology and reduction in planning-related errors across packages.
